Introduction

When European buyers request "heat treatment" for timber products, the term can refer to several very different processes. Without clear specification, misunderstandings can lead to incorrect documentation, customs delays, or rejected shipments. This article aims to clarify the main types of "heat treatment" and provide a practical checklist for confirming requirements before production.

Why the term "heat treatment" causes confusion

Different customers, different countries, and different end-uses may all use the phrase "heat treatment" but mean completely different things. A buyer requesting heat treatment for ISPM 15 wooden packaging is asking for something entirely different from a buyer who wants thermally modified timber for cladding.

The confusion often arises because all three processes involve heat and moisture reduction, but they serve completely different purposes, follow different standards, and produce different documentation.

Three different processes

1. Phytosanitary Heat Treatment (ISPM 15)

Phytosanitary heat treatment is a regulatory requirement for wooden packaging material (pallets, crates, dunnage) used in international trade. It is governed by the International Standards for Phytosanitary Measures No. 15 (ISPM 15). The purpose is to eliminate pests and insects that could be transported across borders.

The core requirement is that the wood reaches a minimum temperature of 56°C for at least 30 continuous minutes throughout the entire profile of the wood, including the core. Treatment must be performed by a registered facility and documented with an official mark or certificate.

2. Kiln Drying

Kiln drying is a production process that reduces the moisture content of timber to a target level suitable for the intended end use. This is about product quality and dimensional stability, not pest control. Kiln drying records document the temperature, time and moisture content achieved during the process.

For furniture or interior applications, target moisture content might be 8-12%. For construction-grade timber, it might be higher. The kiln drying record serves as evidence that the wood has been dried to the agreed specification.

3. Thermal Modification

Thermal modification (also called thermal treatment or heat treatment in the commercial sense) is a process that changes the physical properties of timber by heating it to high temperatures (typically 180-220°C) in a controlled atmosphere with limited oxygen. This process improves dimensional stability, biological durability, and colour uniformity.

Thermally modified timber (TMT) is a distinct product category, commonly used for cladding, decking, and exterior applications. It is not the same as phytosanitary treatment and not the same as kiln drying.

What must be confirmed

Before production or shipment, the following items should be clearly confirmed between buyer and supplier:

  • Timber species - Different species have different treatment responses and regulatory requirements.
  • Product type - Solid wood, plywood, engineered wood, or wooden packaging each have different rules.
  • Destination country - Import regulations vary significantly between countries.
  • Final use - Furniture, construction, packaging, or decorative applications may require different treatment levels.
  • Bark condition - Presence of bark affects phytosanitary requirements.
  • Target moisture content - Must be agreed and documented for kiln-dried products.
  • Wooden packaging - Pallets, crates and dunnage may require ISPM 15 treatment regardless of the product inside.
  • Buyer specification - Some buyers have internal requirements that go beyond regulatory minimums.
  • Required documents - Must be confirmed before production to avoid last-minute issues.

Depending on the product, destination and regulations, some or all of the following documents may be relevant:

  • Heat treatment certificate (ISPM 15)
  • Kiln drying record
  • Moisture report
  • Phytosanitary certificate
  • Packing declaration
  • FSC documentation
Important: Requirements vary by destination country, timber species, product use, packaging type and current regulations. Not all documents listed above are required in every case. Always confirm the specific requirements for your shipment before production.

In practice, the most common source of confusion is when a buyer says "the wood needs heat treatment" without specifying which type. A useful approach is to ask: "Is this for ISPM 15 packaging compliance, kiln drying to a target moisture content, or thermal modification of the timber itself?"
